Description
HACK: Add a vtgate flag that enables REPLICA target queries to be routed to both REPLICA and RDONLY tablet types.
Details
In order to add query capacity without necessarily changing our durability requirements as it relates to semi-sync acks, we may want to use RDONLY tablet types to serve REPLICA queries.
This is a short-term band-aid while a more robust feature is developed to allow callers to opt into this mode more explicitly.
